Orders View is chronological, whereas, Plan View is dependent on a number of factors like how you added it and and whether or not its been manually reordered.
I.e. adding a drop using the top bar menu is different to using the placeholder card is different to duplicating a drop
How is the grid sorted by default in the Range Plan?
